15. Transportation and Connectivity
Transportation and connectivity present two of the most complex challenges within Confederation Heights. Despite being well-connected to public transit with the presence of bus rapid transit (BRT) and light rail transit (LRT) stations, the site is divided by four heavily travelled roads. The road network, which features on- and off-ramps, interchanges and overpasses, makes the site difficult to navigate and creates unusable parcels of land. This disorienting transportation network is not accessible or safe for pedestrians, public transit riders, and cyclists.
Most of the road network in Confederation Heights is owned by the City of Ottawa. Canada Lands and PSPC are working with the City and will ensure that any changes the City plans for its lands are integrated into the Master Plan.
Currently, the Mooney’s Bay LRT Station is undergoing upgrades as a part of Stage 2 LRT. Furthermore, the City is planning the Baseline BRT line along Heron Road which is currently pending confirmation of funding.

Canada Post Corporation is a significant landowner in Confederation Heights. Its lands include the headquarters buildings (two towers and a connecting podium constructed in the 1990s), a cafeteria building, an above-ground parking garage, and other associated buildings.

Sir Charles Tupper Building (2720 Riverside Drive)
The Sir Charles Tupper building was constructed in 1960 to serve as the original headquarters of the Department of Public Works, as part of the government’s expansion post World War II. It is named after Canada’s sixth Prime Minister.
The recognized heritage building is currently vacant and PSPC plans to dispose of this property, therefore, the Master Plan will consider changes to the building and land uses here.
Future scenarios could include (1) retain the entire building, (2) retain portions of the building, and (3) demolish the building and fully redevelop the property.
